Protecting our communities from harm: A cost-benefit analysis of forensic classification services

A new NZIER cost-benefit analysis of Te Mana Whakaatu – the New Zealand Classification Office’s forensic classification services provides an evidence-based assessment of the significant role these services play in protecting New Zealanders. The findings show that even under highly conservative assumptions, every dollar invested in forensic classification services generates more than two dollars in benefits, with an estimated benefit-cost ratio of 2.2.

Drawing on insights from law enforcement and justice sector agencies, the research demonstrates how forensic classification helps reduce harm across communities. The analysis quantifies benefits through reduced costs within the justice system, including impacts on individuals and public sector expenditure. It also introduces a novel approach to estimating the wider social costs of public exposure to harmful objectionable online content.

The findings highlight the value of forensic classification services in improving consistency, expertise, and efficiency across the justice system, while reinforcing the importance of independent and proactive public resource functions in the context of censorship and content regulation.

NZIER recommends increased investment in forensic classification services, given their substantial harm-reduction benefits. When combined with the significant qualitative benefits identified in the research, the case for further investment is compelling.
Strengthening forensic classification services is an important tool in protecting New Zealand communities from the harms associated with objectionable and harmful content.
